Print-ready SVG/PNG marks with the material numbering and abbreviations of Commission Decision 97/129/EC.

France requires official Triman/Info-tri artwork from your PRO; deposit containers need operator-issued marks (DPG, Palpa…). Generic marks here cover 97/129/EC identification only.

Every supplier's portal link and every submission waiting for review, across the whole workspace. The open product's own supplier is on the Supplier requests tab.

PPWR 101 for suppliers: a two-page guide in English, Chinese, Finnish, Swedish, Polish and German. Every invitation and portal page links to it in the language of the portal link; you can also send the link yourself.

Open the guide

Instead of mailing PDFs back and forth, give each supplier a secure, expiring link where they fill in the missing materials, weights and recycled-content figures themselves — and upload the signed declaration scan. Everything they submit lands below for your review: nothing touches a product until you accept, and accepted values only ever fill fields that are still empty.

Packaging dimensions & empty space (Art 24)

Enter each physical packaging level that exists for this product. Dimensions are always in mm; volumes use the unit chosen below. Filling material (paper wads, airbags…) counts as void, never as product.

Full-case counting needs the purchase-order lines imported into the reporting period; units shipped outside a master carton can carry a grams-per-unit allowance for the supplier's mixed carton, set on the period.

    Product audit workflow

Six steps from "unknown position" to "documented and compliant" — computed live from the open dossier. Work top to bottom; every step links to where the work happens.

Step 4 detail — artwork element checklist

Tick each element once you have confirmed it is present on the artwork. The list is derived from this product's markets, role and deposit screening.

    Scope & economic-operator role

Who owes what under PPWR Arts 15–22 and 44–45 — per packaging unit and per Member State.

    1 · Is it packaging? (Art 3(1), Annex I)

    2 · Manufacturer determination (Art 15 / Art 21)

Use this when you only resell goods made and branded by another company and change nothing on the packaging.

    4 · Operations (Arts 28-33): re-use targets, HORECA, refill

These duties attach to USE and ROLE, not to placing on the market — they can bind you even where the manufacturer duties sit upstream. Answers feed the readiness matrix rows for Arts 28-33.

3 · Producer matrix per Member State (Arts 44–45)

One EU registration is not a passport for other Member States. You are a "producer" in your own Member State where you are the first to make the product available there, and in any other market where you supply end users directly — consumers, or businesses that use it themselves (incl. distance sales) (Art 3(1)(15)(a)-(d), Art 3(1)(23)). Established in a Member State, you are also the producer where you unpack packaged products without being an end user, unless another company is already the producer of that packaging under points (a)-(d) (Art 3(1)(15)(e)). Where your customer resells it in another Member State, that customer is the producer there.

    Role reference

    Design compliance (Arts 6, 7, 10, 11, 24, 25)

Recyclability grade (Art 6 / Annex II)

Grade A ≥95 · B ≥80 · C ≥70 (Annex II performance grades). 2030 floor: C · 2038 floor: B. The percentage below is this app's mass-share estimate — the binding grade will score the Annex II design-for-recycling parameters once the Art 6 delegated acts land.

    SUPD rPET fleet average

SUPD Art 6(5) binds each Member State on a market-wide average across all such bottles on its territory — this tonnage-weighted average of your own bottle lines is a planning proxy, not the Directive's metric.

    Bottle lineTonnes/yrrPET %

Minimisation (Art 10 / Annex IV)

Minimisation asks one question of every criterion below: does something real force this pack to be as heavy and as large as it is? Tick a criterion and name the requirement when it does — "the blade needs a blister the teeth cannot pierce", "the filling line needs a seam flap". Choose "Not limiting" when it does not; most products have only one or two genuinely limiting criteria. Limiting, for example: a sharp or fragile product whose protection sets the material thickness, or mandatory markings that set the minimum print area. Not limiting, for example: a box that could be smaller but matches a standard shipping size for convenience — convenience is not a requirement, so that criterion does not limit, and Article 10 then expects the pack to shrink to what the ticked criteria justify.

Closed list — marketing, brand differentiation and consumer acceptance are not valid justifications.

    Empty space — Art 24(4)

Annex V format screen (Art 25, from 2030)

    Reuse (Art 11 / Art 29)

Environmental claims (Art 14, from 12 Aug 2026)

A claim about a packaging property the PPWR regulates (recyclability, recycled content, reusability, compostability, minimisation, substances) is allowed only where the property EXCEEDS the PPWR minimum — merely meeting a grade or target is not claimable — and every such claim must state its referent (Art 14). Substantiation goes in the Annex VII file. Other environmental claims fall outside Art 14 but remain subject to Directive 2005/29/EC as amended by Directive (EU) 2024/825. Art 12(8) bars any label likely to mislead on sustainability.

    Recycled content (Art 7)

Category is auto-selected from the dossier flags: the contact-sensitive scope selector (Art 3(1)(49) — food contact is one option among cosmetics, medical, pharma, feed and more), and single-use plastic beverage bottles ≤ 3 L (any polymer, SUPD Part F — over 3 L, reusable or liquid-FSMP bottles fall outside). Per-component recycled % lives in the dossier table. Post-consumer recyclate only; the compliance gate is each plastic part, not the unit blend.

    Substances (Art 5) — applies from 12 Aug 2026

Absence of test data is UNVERIFIED, never PASS. There is no stock-exhaustion transition for PFAS.

Recycled content by supplier (PCR worksheet)

Recycled content is declared per material stream and production site, not per product — so collect it per supplier. FAQ — which document is which?

Short answers to the questions everyone asks. Written for people who are not PPWR specialists.

    Getting documents from suppliers

We have hundreds of products and no documents. Where do we start?

Work per supplier, not per product. First measure the packaging yourselves — materials, weights and pack quantities are your own data, and the warehouse scanning screen collects them faster than any supplier will. Then send each supplier ONE blanket compliance declaration to sign. Hundreds of products usually mean only a handful of suppliers, so this collapses the job to a handful of letters.

Which form do I send: the supplier declaration or the distributor request?

It depends on who puts the product on the EU market. Your own brand or your own import from outside the EU: send the Supplier compliance declaration — the supplier attests, and YOU issue the Declaration of Conformity. A brand you only resell (another company placed it on the EU market first): send the Distributor compliance request to the brand owner — the Declaration of Conformity is theirs, and you ask for a copy, their producer registration number and a marking confirmation.

What is the blanket declaration and when should I use it?

One signature that covers ALL packaging a supplier ships you, current and future — instead of one form per product. Use it as your first move with every packaging supplier. The per-product version is for exceptions that need product-specific detail.

A supplier replied with a general "we comply with the PPWR" letter. Is that enough?

No. A general confirmation letter is a goodwill gesture with no legal weight — such letters usually say themselves that they are not a Declaration of Conformity. File it as correspondence, then reply asking for the specific missing items: the Declaration of Conformity copy, the producer-register number, and confirmation of the on-pack markings. Never log a comfort letter as a DoC copy in the evidence register.

Can suppliers type the data in directly instead of PDFs?

Yes — create a supplier portal link (Supplier requests tab). The supplier opens a secure, expiring page showing only their products' missing fields, fills them in, and uploads the signed declaration scan. You review every submission before anything is stored, and accepted values only fill fields that are still empty. The PDF route keeps working alongside it.

Can the app generate the laboratory test report for heavy metals?

No — and nothing should. A test report is the laboratory's own record of what was measured, on which sample, by which method and with what uncertainty, and the Regulation requires the method behind your figures to be reliable and reproducible (Art 35). What the app generates is the Test report request & results sheet (Supplier requests tab): it tells the supplier which components need a report, what an acceptable report shows, and gives them a per-component table to transcribe the values into and sign. A report from the supplier's own laboratory is acceptable; an accredited laboratory's report is stronger evidence. When it comes back, attach the report to the component in the Substances tab or the evidence register and enter the values — a signed declaration alone keeps the ledger amber, measured values turn it green.

Does the supplier have to fill in OUR form?

No — substance matters, format does not. If they send their own documents with the same facts (their real Declaration of Conformity, their register numbers, a marking confirmation), that is a complete answer. Our forms simply make responding easy for suppliers who have nothing prepared.

When do we need the recycled-content (PCR) declaration?

The binding recycled-content targets apply from 1 January 2030 at the earliest (or 3 years after the Art 7(8) implementing act enters into force, if later), so you do not need PCR declarations today — UNLESS you claim recycled content on the pack or in marketing, because a claim needs proof now. Collect the figures per supplier and material with the PCR worksheet (Supplier requests tab), not per product, and start asking well before 2030 so there is time to change suppliers if targets will not be met.

The supplier signed and we measured everything — are we compliant now?

Not yet. Data collection is the foundation, not the finish line. You still need: producer registration in every market where you count as the producer (selling is prohibited before registration is granted), your own Declarations of Conformity for the products you are the manufacturer of (own brand, or an import Art 21 makes yours) and a copy of the manufacturer's for the products you import, the Article 55 end-user information published, and the market-specific labels on pack. The Audit tab shows exactly what is still open for each product.

Giving documents to clients and retailers

A retailer asks for compliance documents. What do I send them?

The EU Declaration of Conformity (Annex VIII). The manufacturer draws it up (Art 15(2)): it is yours to give where you are the manufacturer — you make the packaging or have it made under your own name or trademark, or Art 21 makes you one. For products you import or resell, forward the manufacturer's or brand owner's DoC copy instead (an importer keeps that copy, Art 18(7)). The client confirmation letter is a friendly cover note; the DoC is the actual evidence.

What is the difference between the full report and the Declaration of Conformity?

The full compliance report is your INTERNAL working document — it shows open gaps, engine verdicts and notes, so sending it out would hand a client your to-do list. The Declaration of Conformity is the formal outward document. Internal: full report, technical file. Outward: DoC, client letter, public product page.

Can I share the technical file (Annex VII)?

No. The technical file is for market-surveillance authorities on request, and for you. It is never sent to clients and this app deliberately cannot publish it.

Is the client confirmation letter a Declaration of Conformity?

No — and it says so honestly. It is a per-customer comfort letter with a document ID, an approval log and a verification link. It reports each product's DoC status truthfully, but it never replaces the DoC itself. (The same is true of the letters your suppliers send you.)

How do clients get our documents without us emailing PDFs around?

Turn on Publishing (above on this tab). Every product gets a stable public page with the consumer information and sorting labels — and the Declaration of Conformity where you opt it in and it validates. The WooCommerce sync writes each product's link into your shop automatically. Links never go stale because pages render from the live product record.

    Client confirmations (PPWR letter)

A customer-specific PPWR confirmation for supply-chain communication — the letter B2B customers ask for. It lists every saved product with its real Declaration of Conformity status, states expressly that it is not the Annex VIII declaration itself, and is issued in the client's language (Finnish, Swedish or English). Approving records the letter server-side with a document ID, an approval log and a SHA-256 fingerprint stamped on the page.

Rinki reporting — annual packaging data (Finland)

What a Finnish producer files once a year with its producer community: the kilograms of packaging placed on the Finnish market in the period, per material and per fee channel (kuluttajapakkaus / yrityspakkaus). Each reporting period is a record of its own with its own units sold, so changing producer community mid-year simply becomes two partial periods.

    Dossier import / export (CSV)

Every dossier field is importable, so a whole catalogue can be prepared in Excel. One row per component; rows sharing product + SKU become one dossier. The first row must be a header row — column order doesn't matter and headers are matched loosely (Weight (g) = weight_g). Product-level columns (company, scope, role, registrations, void dimensions, Finland…) may be repeated on each of a product's rows; the first non-empty value wins. Component columns (material, weights, heavy metals) and one optional evidence record (evidence_*) are read per row. Multi-values are pipe-separated (FI|DE, PRODUCT_PROTECTION|LOGISTICS, FI:registered:FI-12345|DE:in progress:). Download the template for the full column list with a worked example.

Use the Excel template. Every field with a fixed set of values (packaging type, lifecycle, colour, recyclable status, yes/no answers, deposit inputs, Finland route, evidence type…) is a dropdown validated against the Lists sheet, and the Reference sheet documents every column plus all 97/129/EC material codes. Date and code columns are pre-formatted as text so Excel can't silently reformat them. Fill it in, then Save As → CSV UTF-8 and import here. Imports are validated first — if anything is wrong, nothing is imported and every problem is listed with its row and column.

Round-trip workflow: Export dossiers as CSV → enrich in Excel → paste/upload back with update existing SKUs ticked. Without that tick, known SKUs are skipped so an accidental re-import can never overwrite work.

    Catalogue audit overview

Every saved dossier against the six audit steps. Hover a chip for the step detail; Open loads the product and jumps to its audit. Scales to thousands of products — scoring is cached and the table paginates.

    Workspace backup

Full-fidelity export of every dossier (components, evidence, audit state). Use it as a point-in-time backup you hold yourself, or to move a workspace between organisations. Import merges by dossier id.

The .zip holds the data JSON plus every attached file — the signed declaration scans, supplier certificates and product images — so nothing is lost. The JSON-only export is the same data without the attachments (documents regenerate from it on import).

The import above takes either file. Give it a .zip and the whole workspace comes back — products, attached files and images — into the workspace you are signed in to, which is how you move one organisation's workspace to another: download it there, sign in here, import. Give it a .json and only the product data is merged. Owners and admins only.

Backups are mandatory. We accept no responsibility for data that exists only in this app — keep at least one copy outside it, weekly at minimum and more often when you add products. Backup emails go to your organisation's own accounts through your own mailbox; nothing is sent to any third party. The JSON-only export does not count as a backup because it leaves the attached files behind.

Product images travel in the archive too and are put back on their products when it is imported. Everything a workspace holds that cannot be regenerated — every supplier scan, certificate, signed declaration and packaging photo — is in the .zip. What is deliberately left out: passwords, sessions, supplier portal links, publish tokens and mail credentials, so a backup file cannot open anything by itself.

    Icon generation (CSV)

Columns: product, component, material, label. Material accepts a 97/129/EC number (1, 84) or abbreviation (PET, PAP). Comma or semicolon separated; header row optional.
