PPWR Toolkit is built inside a Finnish importer, for its own catalogue.
The software is published by Toolcat Oy, a hand-tool importer and wholesaler in Vantaa. It was written against Toolcat's own packaging before it was offered to anyone else, and the same company still runs it every week.

Why the toolkit exists
PPWR Toolkit started as our own compliance problem. Toolcat imports and wholesales hand tools, and the first products it ran against were ours, with real suppliers, real catalogues and real deadlines behind them. The awkward cases are in it because we hit them first: factories that will not volunteer test data, resellers who only verify a pack someone else designed, and catalogues that run to hundreds of SKUs. Anyone can subscribe; businesses that trade with Toolcat use it free.
How the regulatory data is maintained
The regulatory datasets are versioned and kept separate from the code, so a legal change is a data change and not a release. A scheduled watch agent checks official sources — EUR-Lex, ministries and producer-organisation price lists — cross-checks each country against its own primary source, and never carries one Member State's rule into another's.
Every dataset carries a version stamp, and that stamp is printed on the documents the app generates, so an audit can tell which snapshot a decision was made against. What changed and when is on the regulatory changelog.
If something here is wrong, tell us
The terms of service say that if the service gets something wrong we want to hear about it and will correct the dataset. That applies to these public pages as well. Write to the contact address above, name the page and quote the sentence, and say what you think the right answer is. A correction to the regulatory data shows up in the changelog with its date and source.
